EKLUTNA CONSTRUCTION & MAINTENANCE, LLC (ECM)

Since its start in 2015 under Eklutna’s Construction Group, Eklutna Construction & Maintenance, LLC has provided construction services on a large variety of disciplines for military, state, commercial and private-sector clients under a variety of delivery methods including multiple award contracts such as Job Order Construction Contracts (JOCC), Simplified Acquisition of Base Engineer Requirements Contract (SABER), Multiple Award Task Order Contracts (MATOC), Multiple Award Construction Contract (MACC), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Design-Builds (DB), Design-Bid-Build (DBB), single project awards, hard bids, and other traditional delivery methods. In 2016, ECM was established as a Small Business Administration (SBA) certified 8(a) company formed and owned 100% by Eklutna Development Services, LLC, a subsidiary of Eklutna, Inc. ECM’s parent company Eklutna, Inc. is the Eklutna Village Corporation for Anchorage, AK and was established by the Alaska Native Claim Settlement Act.

ECM has a long history of working with local cities, Native Alaskan organizations, municipalities, boroughs, and government agencies to develop elite and expansive infrastructure throughout Fairbanks and Anchorage metropolises and the outlying cities/villages of Alaska. ECM has renovated, repaired, and constructed facilities ranging from high-security weapons buildings to new elderly care housing establishments, creating expansive resources and experiences that continue allowing our team to deliver complex, high-quality work.

ECM has established two in-house divisions for mechanical-specific construction and electric-specific construction. Our Mechanical and Electrical Divisions are staffed with elite, experienced engineers and laborers who perform discipline-specific projects as well as multi-discipline projects. ECM has built our successful performance on maintaining positive relationships with all owners, stakeholders, contractors, and vendors involved in any project awarded to our team. Building 800, 802, and 804 Task Orders

Scope: These three Design-Build task orders were awarded under ECM’s JBER MACC contract and required the design and construction of building facilities impacted by the 2018 earthquake.  Each task order included the following scopes of work. 

Building 800: ECM performed repairs of structural systems and non-structural components in the 178,000-SF warehouse facility which removed the upper three feet and dislodged any unsafe concrete masonry unit (CMU) down the entire rail-spur wall before infilling with the new framed wall. CMU wall was reinforced by grouting the cells and repointing joints and out-of-plane CMU walls were fortified with surface-applied vertical steel supports. ECM also replaced wood feature wall boards, and sub-straight floor (mezzanine) boards as needed, as well as reframed and removed wood wall, repointed mortar cracks, and crack injection sealant. Restoration included matching the existing paint finishes, acoustic ceiling tiles, and CMU.  Electrical and fire alarm items were removed and replaced to facilitate earthquake repairs. Additionally, asbestos/lead testing and mitigation were performed on materials that were disturbed by the earthquake.

Building 802: In this 226,653-SF warehouse facility, which housed five Bays, ECM removed the upper three feet and dislodged any unsafe CMU down the entire rail-spur wall before infilling it with the new framed wall. The CMU wall was reinforced by grouting the cells and repointing joints and out-of-plane CMU walls were fortified with surface-applied vertical steel supports. ECM also replaced wood feature wall boards, and sub-straight floor (mezzanine) boards as needed, as well as reframed and removed wood wall, repointed mortar cracks, and crack injection sealant. Restoration included matching the existing finishes of paint, acoustic ceiling tiles, and CMU. Hazardous materials in the existing FRP panels and drywall in the restrooms, resulted in ECM reframing the restroom wall and har lid ceilings as well as upgrading the restroom finishes. ECM also discovered during the design site visit that the exterior loading dock bays required repairs of the CMUs located in the corner of the overhead doors. Electrical and fire alarm items were removed and replaced to facilitate earthquake repairs. Additionally, asbestos/lead testing and mitigation were performed on materials disturbed by the earthquake

Building 804: In this 203,000-SF warehouse facility, divided by five isolated building systems separated by firewalls and expansion joints, ECM repaired the masonry walls that had “stair-step” cracking by repointing the cracks with raking and replacing damaged mortar to the depth of 5/8-inch. Interior masonry partitions were reinforced for out-of-place forces with vertical structural steel members spanning from the floor slab to the concrete girder, projecting a short cantilever above the concrete girder to brace the few courses of CMU infill above the concrete. The infill wall joints at the columns were repaired and the rail-spur demising wall was reinforced for out-of-plan forces with vertical structural steel members spanning from the floor slab up to a slip joint connecting to the wood roof deck. The main location of damage was on the steel channel girt on the upper portion of the wall supporting the wood roof deck. The structural steel braces and beams had penetrated the masonry requiring it to be fully demolished and replaced with a similar metal steel wall assembly. Our team also repaired all electrical and fire alarm systems that were damaged and seamlessly connected them with the existing systems.

EIE385, F-35A OSS Weapons Intelligence Facility

Project Title, Location: EIE385, F-35A OSS Weapons Intelligence Facility, Eielson AFB, AK

Scope: ECM performed as the Prime Contractor on the Design-Build EIE385, F-35A OSS Weapons Intelligence Facility project, completed at Eielson AFB for the USACE, AK. The scope of work encompassed the construction of a 12,000-square-foot (SF) specialized weapons/intelligence facility on a 1.5-acre site as a part of the F-35 bed-down construction program. The project also included the construction of additional facilities to support the F-35 mission, including an administrative work area for 55 personnel, storage, conference and training spaces, a break room, restrooms with showers, arctic entries, and utility spaces. ECM completed multiple disciplines including, but not limited to, demolition, utilidor work, new construction, steel erection, masonry, electrical, standby and emergency power, heating, ventilation and air conditioning (HVAC) systems, fire protection/notification/suppression systems, communications cabling/systems, energy and energy conservation, structural, plumbing, mechanical, roofing, utilities, framing, drywall, flooring, doors, windows, hardware, casework, painting, civil site improvement, soil compaction, concrete, asphalt paving, chemical-resistant vapor barrier, bird mitigation and testing and commissioning. As a result of the complex and high-efficiency design, the building was certified as Leadership in Energy and Environmental Design (LEED) Gold by the US Green Building Council.

EIE444 Repair 8-inch Receipt Pipeline for Class 300 Service

Project Title, Location: EIE444 Repair 8-inch Receipt Pipeline for Class 300 Service, Eielson AFB, AK

Project Duration: 06/28/21 – 08/22/22

Value: $6,281,937

Scope: ECM performed as the Prime Contractor on this pipeline replacement and repair at Eielson AFB, requiring abatement of contaminated soil, separating pipe, and upgrading piping components. Prior to the demolition of the designated pipeline, ECM had to safely secure the shutdown of the designated areas of the pipe and excavated the contaminated soil. POL contaminates we identified in several zones, resulting in more than 300 cubic yards of contaminated soil being abated throughout the project site. ECM then excavated the designated areas of the pipeline, demolished and removed the damaged area of the pipeline, and installed the new pipe. The newly renovated areas were re-coated, sand bedding was placed, and safe reburial was performed with approved soil. ECM worked throughout the year, requiring coordination in challenging winter climates for the disposal of soil and excavation of the earthwork. The project was separated into over 35 zones for repairs as well as supporting mechanical repairs for the new system. Upon completion and inspection of the repaired pipeline, the project was finished with landscaping and a safe start-up of the new system.

Ernie Turner Center

Project Title, Location: Ernie Turner Center, Chugiak, AK

Scope: ECM performed as the Prime Contractor on this Design-Build project for constructing a 12,000-SF, two-story facility that now serves as a rehab/abuse recovery center. As part of the design, ECM incorporated Dena’ina design and values as well as energy efficiency and easy maintenance design to ensure long-term, low-cost operations. The layout and function of the proposed facility were created to ensure low costs during and after construction was complete. The budget, schedule, design reviews, and construction execution were performed and/or managed by ECM throughout the contract. The facility houses 16 beds, staff offices for 12 personnel, a commercial kitchen dining area, an exercise room, an arts and crafts room, group rooms, and a carving studio. In addition to facility upgrades, all civil work including a new parking lot, curbs and gutters, sidewalks, and ADA-accessible ramps were also delivered by ECM. As part of the interior upgrades, the HVAC systems, fire suppression/detection systems, and electrical/telecommunication systems were upgraded as well as seismic structural upgrades were performed throughout the building envelope. The final facility underwent extensive quality and site reviews including Wärme-und Feuchtetransport Instationär (WUFI) analysis, third-party LEED-sustainability certification, UFC design evaluations, and ATFP design evaluation as well as QC compliance with medical regulations for rehab/recovery facilities.

FTW487 Gaffney Gate POV and Commercial Inspections Lane

Project Title, Location: FTW487 Gaffney Gate POV and Commercial Inspections Lane, Fort Wainwright, AK

Project Duration: 10/16/23 – Ongoing

Value: $9,546,016

Scope: This project includes the construction of new POV inspection lanes on the south side of Gaffney ACP to allow physical security to navigate and redirect inbound traffic for inspection prior to access. There will be a two-lane, tow-direction inspection area that will include an open-air inspection cover and an enclosed, heated shelter for drivers to wait while their vehicles are inspected. Our design and construction approach also includes new commercial inspection lanes on the south side of the Gaffney ACP and new POV lanes. These new lanes will have space to allow drivers to stop, exit their vehicles, and obtain necessary passes while also allowing drivers who already have passes to bypass the other directly and proceed to the inspection area. This inspection area will also have an open-air inspection cover and a heated observation room for drivers. ECM will also construct a new gatehouse and observation building. The project requires the relocation of the visitor center including replacing the existing deck and canopy and upgrading the walkway. All design and construction will be managed by ECM throughout the project until successfully completed.

Repair Parachute Shop Building 1161

Project Title, Location: Repair Parachute Shop Building 1161, Eielson AFB, AK

Project Duration: 04/07/20 – 02/28/22

Value: $5,274,092

Scope: ECM performed as the Prime Contractor on the Design Bid Build Repair Parachute Shop (Building 1161) project, which was successfully completed at Eielson AFB, AK for the USAF. The scope of work encompassed repairs and upgrades to Building 1161 to accommodate the expansion of operations for two incoming F-35A squadrons. The upgrades allowed for the safe inspection of multiple munition types concurrently within the same facility. Exterior walls, roofing, structural, plumbing, HVAC, lighting, electrical service, and distribution and fire-detection/suppression systems were upgraded. The building’s entire existing electrical telecommunication system was removed and updated with a new electrical series to feed the facility and telecommunication devices in compliance with ICD/ICS 705 design and construction standards for secure areas. ECM provided interior configuration and updated architectural finishes, exterior utilities, access road and site work, and other incidental improvements on this 7,244-SF facility. The scope of work also involved multiple disciplines including, but not limited to, real property repair, maintenance, minor construction, infrastructure upgrades, renovation, alteration, fire-alarm/mass-notification and communications systems, energy conservation, mechanical and equipment procurement, and installation.
