Shirley is an original Shareholder of Eklutna Inc. Born in April 1971, Shirley is the daughter of the late Herman Chilligan and granddaughter of Elder Pauline Chilligan. She gifted Eklutna shares to her three children: Jason, 18, Descendant Shareholder, Breanna, 12, Descendant Shareholder, and Tashena 2, soon to be a Shareholder.

Shirley graduated from Chugiak High School in 1990 and the Alaska Computer Institute in 1994. Currently a member on committees of Native Village of Eklutna: Finance, ICWA/Child Protection Team, Eklutna Watershed, Harbor Seals Commission, National Congress of American Indian-(NCAI), Alaska-Inter-Tribal Council-(AITC), Alaska Federations of Natives-(AFN), and Tribal Solid Waste Advisory Network (TSWAN), Arctic Athabascan Council. Trainings include: Indian Law, Tribal Law, Indian Child Welfare Act-(ICWA), financials, and Roberts Rules of Order.

Her past experiences include: Native Village of Eklutna-Council Member served as Vice President, Treasurer, Secretary, and Trustee from 1992-2007. Past member on committees of Enrollment Committee, HUD Home Commissioner, Environment, Cook Inlet Marine Mammals Council, and Potlatch/Pow-wow Coordinator. Eklutna, Inc.-Board Member in 1994, employed from 1992-1998, Tour Guide, Receptionist, and an opportunity to work in the Land Department-filed, easements, right-a-ways, and permits. She also served on Eklutna Historical Board as a Member during 2005-2006, Sourdough Bowl, LTD-Board Member, and Elnen Development-Board Member 1992.
